Their training, experience, and communication skills have helped prosecutors from California to Florida.

Jim Cook has a long track record of giving back to the law enforcement community through his law enforcement training and consulting. He educates his students on maximizing the hidden evidence of a cell phone and the time sensitivity of cellular information. He has served in various instructor and training roles in California, and has spoken on numerous occasions to national law enforcement and investigative conferences.

Both Jim and Chris have won recognition and awards from the High Technology Crime Investigation Association (HTCIA) and the Detective Symposium for their excellence.

Premier Cellular Mapping & Analytics is owned by Jim Cook, a thirty year veteran of the wireless industry. His expertise is respected in Northern California where he operates the company, but he was a key contributor in successful outcomes from San Diego, California to Austin, Texas.

Mr. Cook stays at the forefront of the industry with extensive carrier training from North America's tier one carriers — AT&T, T-Mobile, Verizon, and Sprint. In addition, Cook is trained by the regional and specialized carriers including Pac-Tel Cellular, Cellular One, GTE Mobilenet, Contel Cellular, Airtouch, Metro PCS, Cricket, Golden State Cellular, and Boost Mobile.

Mr. Cook has provided cell phone, social media, phone exam, and car exam analysis for law enforcement, several District Attorneys and the US Attorney. His analysis includes call detail records, cell-site mapping, device exams, social media, and vehicle- infotainment/telematics. Mr. Cook’s services include sworn testimony as a wireless expert on cases ranging from Hit and Run to Homicide. In his testimony, Mr. Cook has described, in layman’s terms the workings of cell phones, cellular networks, cell-sites, cell-site and Sector mapping, call detail records, cell technology, and other related issues – contributing to an over 96 percent conviction rate for the prosecution. Through his law enforcement training and consulting, he educates his students on maximizing the hidden evidence of a cell phone and the time sensitivity of cellular information.

Mr. Cook also serves as an instructor with the South Valley Regional Training Center “ICI training Program”, Sacramento P.O.S.T./ICI, and the P.O.S.T. Regional Training Center in San Diego. Mr. Cook was an Instructor at the 2009 Sexual Assault Investigators Association Conference, 2010, 2011, and 2014 Detective Symposiums, and the HTCIA International Conference in 2011, 2012, 2013, and 2014. He also received the HTCIA International “Case of the Year Award” in 2011 for his work on the People vs. Bulos Zumot case in Santa Clara County California and the 2015 “Case of the Year Award” for his work in the case of “Texas vs. George De La Cruz” in Travis County, Austin Texas.

In addition, he provided the analysis and mapping in “People vs. Jason Gilley” a San Joaquin County case which received the Detective Symposium’s 2014 “Investigative Excellence Award”.

As a sign of Jim's commitment to the field, he is a member of the California District Attorneys Association (CDAA) and the High Technology Crime Investigation Association (HTCIA) since 2000.

Chris Cook has been in the wireless industry for twenty years and with of Premier Cellular Mapping & Analytics since 2011.

Mr. Cook is an attorney and has been an active member of the California State Bar since 2010. He has received carrier training from service providers such as T- Mobile, AT&T, Cingular Wireless, Verizon, Sprint/Nextel, Metro PCS, Cricket and Boost Mobile. He has also been mentored by Jim Cook regarding cellular technology and mapping since 2011.

Mr. Cook provides cell phone analysis – including call detail record analysis, cell-site mapping, phone exam analysis, and social media analysis for law enforcement, District Attorneys’ Offices and the U.S. Attorney. Mr. Cook’s services have included sworn testimony as a wireless expert on cases ranging from hit and run to homicide. The focus of all testimony is to describe, in layman’s terms, the workings of cell phones, cellular networks, cell-sites, call detail records, mapping of device activity and other related issues.
